Both assumptions would be wrong.Morality has nothing to do with being an atheist or otherwise.Morality is based on an accepted code of conduct and a religion may only re enforce it with threats of consequences for dis obedience and a self appraisal by an atheist but nothing more.It's basically an individual choice.

Most atheists are moral people, and more genuine in their morality, as it doesn't stem from fear of Gods wrath, but love of humanity.
