If I lease a car with my mother and both of our names are on the lease but I never plan to drive it does my mom have to list me on her policy ? (I do not live in her household)

Both of you either have to be named drivers, or named EXCLUDED drivers. So you have to be declared, either as a driver, or as NEVER COVERED NO MATTER WHAT. Which would probably violate the terms of the lease.

The vehicle needs to be insured. Auto insurance is on the vehicle, not the drivers. Either of you can insure the vehicle.
