God has put eternity in the hearts of mankind so they will long and search for the eternal Being and therefore become religious. It is in their nature to be religious:

Eccl 3:11 He has made everything beautiful in its time. Also He has put eternity in their hearts, except that no one can find out the work that God does from the beginning to end.

I don't think so. Religion is something we learn. I think that as a species we tend to think about things beyond our daily survival, and look for patterns and meaning in a vast and often seemingly hostile universe. I'd call that "spirituality", so I guess that we are innately spiritual. But not religious, because that is a function of those patterns and meanings that we derive.
