If it is over the counter, there are numerous side effects possible. Over the counter products don't take your skin type or condition into consideration. Some effects are:
development of dark splotches
overwhitening leading to white blotches
rash
itching
nausea
vomiting
no effects...in that they won't work at all

Anytime you want to do skin whitening, it is best to see a dermatologist who can recommend something that will work and takes into consideration your skin type, color (fair, medium, dark), sensitivity, etc.
