What is the formula to be use in ms excel to render the 2nd highest number in B1 with the follwing.....?

A1=1
A2=2
A3=3
A4=4
using IF,AND and OR function only...

You really don't want to do it that way.

=LARGE(A1:A4,2)

That will do it. Simple.
