If the US and UK troops pulled out then we would have all out civil war on OUR hands. After most of the people are done killing each other then it would be left up to the rest of the world to clean it up, again. Give people running water and electricity, again.
Most likely a terrorist state would evolve and start trying to change the rest of the world to their views by force.
Most people might not like it, but we need to stay until peace can be found and everyone live together without killing each other.

The next day, the Civil War would ensue again.
With or without the US and UK in Iraq, there will be a civil war, since the US toppled the old government and upset the balance of power.
