Licence bikes; so they can`t just hit and run (or bike off).

My bikes are on my insurance policy, I have a car too, and the policy covers my bikes as well.

Bike vs. pedestrian accidents are rare, but the cyclist often bears the brunt. Cyclists usually get knocked to the pavement when a pedestrian steps in front of them.

How about if we make it mandatory for pedestrians to wear helmets?

Interesting idea. However, what you probably mean is to make sure that the rider is insured. General third party is not a bad idea and would welcome this in principal.

Many schools will have a cycling proficiency test of some sort. In the UK this has just been updated. Parents now have to pay and the instructors are licenced.

The big problem that I can see concerns children, the biggest bike using group. By definition, many young bike riders are below the age where they can be prosecuted, or sued, although in America the parent can be held responsible.

Your other problem is that many insurance companies probably would not insure many children or individuals.

However, for persons over 18 compulsorary insurance is not a bad idea

Yes please! License the bikes and make sure the riders carry insurance. A good revenue earner for the government even if it will cost almost as much to administer as it brings in (rather like the old dog license scheme!), but at least it will make the cyclist a bit more accountable for his actions (riding on the pavement and ignoring red traffic lights being the obvious) and once there are a few prosecutions for dangerous riding, we MIGHT just see an improvement in the safety standards with fewer people getting knocked down whilst innocently walking on the pavement ! ! !

Better yet: Let's all get tattooed with bar codes on our neck, back and legs. Barcode all our belonging with the same mark. That way the govt. can track us if we go cycling from those black stealth choppers in the sky.

Or maybe we should all be born in prison, and we get 30 years to prove we're good enough people to get let out. In the mean time the govt gets 30 years slave labor.
