The well-known eligible height to join the Guards should not be fallen below. Representation is an integral part of our duty. Appearance is important in official dealings with pilgrims, tourists, or information-seeking persons.

A little extra info:
after long vowels "ß" is still spelled "ß", as in "Maß", "Straße", "draußen"
The Alt Codes for umlaut vowels and ß are:
ä: Alt 132
ö: Alt 252
ü: Alt 129
ß: Alt 223
(At least my list says that. Apparently I'm too stupid to reproduce them with Alt codes, got them on my keyboard).)

Looks like it refers to the Swiss Guards in the Vatican:

"The well known 'guard tallness' should be reached. Representation is an important part of our duties. To cut a good figure is important when doing our duties with pilgrims, tourists or persons seeking information."

"Gardemaß" (literally "guard's measure" ) and meaning "tall and well built body" is an idiomatic expression in German stemming from the Prussian King's Guard whose members had to be very tall and well built.

I think masterswot is right.

@masterswot:
If the text refers to/is from the Vatican's Swiss Guards "Gardemass" writen with "ss" is korrekt as "ß" is not used in Switzerland.
