Technically, the bell pepper is a fruit, since it contains the seeds of the plant, but in a cookery context it is usual to refer to it as a vegetable since it has a savoury taste.

A bell pepper, like green beans or tomatoes, is both fruit and vegetable. The botanical definition of fruit and the culinary
definition of fruit are different and largely non-overlapping. A
fruit in the culinary sense is ordinarily sweet or at least acidic
or citrusy. Vegetables are non-sweet. To a large extent the
culinary fruits are also botanically fruits, but so are many of the
culinary vegetables. If the edible part of the plant is a root,
stem, or leaves it is almost invariably called a vegetable, but
which would you call rhubarb? This is just another example of
the common phenomenon that the scientific or technical
definition of a word is different from that used in common
speech, so there are really two different words (in the sense
of different meanings) involved.

In biology there is no word as vegetable. bell pepper is a fruit it comes from a flower and then matures.but maybe in culinary maybe it is classified as vegetable spice since it is not eaten rawly. But scientifically, bell pepper is a fruit.

A fruit is a portion of a plant originating from a flower ovary and containing seeds. A bell pepper fits this description.

A vegetable is any portion of a plant which is soley vegetative (not a fruit). This includes flower buds, flowers, leaves, stems, roots, corms, rhizomes, stolons, vascular tissue, etc.

They both are Ideal for your health. If you eat both, you're better off. But yea, I've choose fruits because they taste better.
