From a Christian perspective, I don't think Satan IS God's scapegoat. In my faith, God makes it perfectly clear that it is ME that makes the decision to go against God's laws (sin). In true Christianity, though we joke about it a lot, there's no such thing as "The Devil Made Me Do It." Each person is responsible for their own actions.
We Christians believe that Satan is the adversary of God, and therefore wants to work against anything that God is working for. We believe Satan to be the second most powerful force in the entire universe...not one easily reckoned with. We believe that Satan works against the purposes and plans of God, and we believe that Satan is responsible for the promotion of what we Christians consider false teachings.
I'm not trying to preach here. Just answer your question. :) Hopefully you know by now that I don't preach or try to convert. I just answer questions.

Not at all. Satan is very happy to take the blame for all the souls that burn on judgment day.
He is recruiting a lot harder than God is what with all those weak kneed Christians running the show. Gross receipts are up but Satan really wins them over. I think it's the sex and violence that gets them.
Anyway don't you worry about Satan He is gaining in numbers and strength and will soon show up to run the world in the open for a while.
I'll bet you stand a good chance of meeting him for yourself. Sorry about that. I won't get in your way though.

i know i get tired of satan being everyones scapegoat. maybe if everyone took responsibility for their own actions we would live in a better place.

The Scapegoat is the Hebrew word Azazel, and for mysitcis out there, that is the name of another dark angel. There were two goats that had lots cast upon them - one for atonement and one for Azazel. Hence the term scapegoat.

Satan doesn't get tired of anything, the more dissention and discord and war and hatred, all the better for Satan. Jesus gave up his life for our sins and God the father blessed him. What more do you people want.

I guess it depends on how you look at your works of fiction. I mean, it's the same as asking "does Popeye get tired of fighting Bluto?" or "does Dagwood get tired of Blondies bitching?"
Satan is as fictional as Jesus who is as fictional as the God of Christianity, Islam, whatever. Drop the question and focus on reality like "How do we bring to trial the Bush administration for Treason and Murder?"
