I have a web cam, but the person I want to talk to does not have one. Is there a program I can download (preferably for free) that will allow the person I am talking to to see me?

I don't know what IM program your on but yahoo,Windows Live, & Msn all work with cams. The person your wanting to talk to doesn't need a cam to see you. Just invite them to view your webcam & accept the invite. They would only need one if you wanted to see them.

I have Yahoo IM and use the web cam even if the other person does not have a web cam. The web cam is independent. So the other person can view my image even if they do not have a web cam.
I believe any of the IM services will allow viewing of a web cam image.
The web cam sends the picture to the computer, not to another web cam.
Perhaps you do not understand the concept of the web cam, since your question does not really make any sense.
You do not need to have both parties on a web-cam.
