I want to be on the water patrolling (drug seizures, etc.). What would this job description fall under in the USGC?

Yes, the Coast Guard is part of the Department of Homeland Security. They patrol the shores of the nation.

Originally part of the Revenue Service, then the Department of Transportation, the Coast Guard fulfills many duties. These duties include ensuring the safety of people travelling the seas, search and rescue, and law enforcement (including the interdiction of drug smuggling).
