No, America has an all volunteer force. When you volunteer to serve and sign your contract it's USUALLY for 4 years active duty and then you either reenlist or get out and finish the other 4 years in the IRR (Individual Ready Reserves). That means you're not active duty any more, but they can still call you back to serve if they need to during those remaining 4 years you are in the IRR.
