what makes a difference is when, as of right now and that has changed a number of times you will not need a passport until summer (June) of 2008
until then you will need a birth certificate and a photo ID, however Carnival still strongly recommends a passport

It depends on when you are departing.

If you are departing in 2007, you will need
1) driver's license or other state issued photo ID
either
2) valid passport or certified copy of your birth certificate. No photocopies of the birth certificate. They need to be able to feel the seal. If you are departing in 2008, a passport is required.
3) Ticket package
4) Complete the Fun Pass. (you can do this on-line)
5) Complete the sail and sign account info. You will need the actual credit card if you are using a charge account. They will not accept just a number or a credit card that is not in your name.

You will only use the passport/birth certificate when you embark on your cruise.

Upon boarding, you will be issued a sail and sign card that is 1) your on-board ID 2) your charge card and on the larger ships, 3) your room key.

You will use your sail and sign card and your photo ID to get back on the ship after returning from shore.

Most ships have a safe that you can store your documents in during the trip.

Make sure you don't pack these documents in your luggage. Keep them with you in your carry-on bag.

if you have questions specifically to your carnival cruise, call them. they will be very clear about what you need to bring regarding documents.
most probably Passport, Drivers license, credit card , your boarding pass/ and page that details information on your cruise. (basically that you paid, your travel agent, the details of the cruise)
enjoy your cruise to mexico. sounds fun
