only authorized patrons. You might be able to get on base during an Open house, in which case they will allow guests to purchase food from vendors, but unless you have a military or DoD ID, you are not going to be spending any money in the Commissary or Exchange.
This is especially true OCONUS.. you will NOT be getting on base without a legitimate reason to be there.

Unless you are working as a contractor for the military with a valid ID card, you cannot enter any military post.
Even if you were to be allowed on base (you are signed in by someone you know who lives on the base, and are given a 1 day pass), civilians cannot wander around alone nor use any AAFES retail outlets or DeCA commissaries without a government issued ID card...which you are not eligible to receive. Visitors must be accompanied at all times, and items must be bought by the person who signed you on base.

I was a dependent when my father was in the military. As I recall you can go into AAFES but not the PX's.
The PX's require some sort of military ID just to get in the store.. Of course this may have changed this was in the early 90's Or you may have to get a civilian pass but I'm not sure how this is done.

You can enter most installations if you are 'signed-on' by someone on the installation that personally knows you and will assume responsibility for you.
You will not be allowed to purchase anything from the AAFES PX or Commissary unless you have a government ID that authorizes you to purchase things from them. You might be able to hit up any restaurants on post though.

As a civilian you can get on base as a guest of a military member. You are not allowed to shop at AAFES but you would be able to eat at the food court at the exchange.

You have to request a pass to get on Post. There should be a pass request building somewhere right outside one (usually the main) gate. They usually want to know why you are requesting the pass. But, you won't be able to buy anything in Aafes without an ID card. You can buy food, though.
EDIT:
When I said you could buy food; I should clarify that a bit. I meant you can buy fast food in the food court....not buy food at the Commissary. You need an ID card for that as well.

In Korea it depends on the post. If you have a passport / good photo ID you can probably get on post.
But you CANNOT shop at AAFES and such. Burger King and Green Beans coffee will be the extent of your purchases.
But they might have tightend up a lot. No harm in showing up and asking.

im not too sure about outside the united states, but in texas as long as you show your id, youre good to enter. (they give you a visitors pass) if you have an id from the states, you can try.
