It's a relative thing.
It's possible to have such a low IQ score that one cannot be a functioning member of society. I woudn't regard those people as "dumb" though, simply mentally challenged.
I consider those "dumb" when they refuse to see the truth, and instead, cling to outdated theories and ideas.
Some are dumber than others :)

Dumb means a person is unable to speak. I doubt there's levels of dumbness. Either you can, or you can't talk. :)
If you mean stupid . . . we're all pretty stupid in our own ways, but also pretty smart sometimes, too.
