My friend is like this with a guy, and I'm not entirely sure he likes her.

I'd play it cool, not giving anything away, and just be polite to her, if that didn't work, then I'd make it clear i wasn't interested by just telling her.

I would not look at her and would ignore her and act like she does not exist.

no i would be nice to her, but if i noticed it enough to where i knew that she liked me, then i would talk to her about it and tell her that i wasnt interested but i still wanted to be friends
