As you have already been advised Barnes bullets is the Industry Leader in 100% All Copper Bullet manufacturing in rifle calibers, here in the U.S.
There are several new manufacturers of the new "Frangable" Pistol caliber ammunition that is 100% lead free.

Sinterfire,Blount ZNT, and AccuTec, all make Pistol bullets for indoor ranges, and enviormentally safe outdoor shooting.

There is another company that loaded lead free ammo for use on indoor ranges. The primers were even leadfree, but I can't remember the name of the company.

IIRC it was one of the major American ammo-makers.

Copper sabot slugs and expanders? I see them used for
Mule Deer, Whitetail Deer and Black bear out of rifled or
smooth bore shotgun. Not rifle. Have you tried Barnes Triple Shock all copper rifle X-Bullet? See my source.
