No her visa is expired so they will not give it to her. Now getting citizenship she has to file and have someone sponsor her for it.

To get a Social Security Number she will need to obtain a valid visa.
For many purposes an ITIN will serve the same purpose. She can get that by filing a W-7 application for ITIN.
For citizenship she will need to do something to make her eligible for either N-400 application or I-485 application.
If I remember correctly to naturalize she needs to be "In Status" before she applies, so she needs a renewed visa for that.
The I-485 has several options, but in general being "Out of Status" is a bar to filing for a Green Card. Read the I-485 instructions to see if she qualifies for any of the exceptions to this rule.
If you are a US Citizen and you plan to marry, then that completed marriage is an exception that will allow her to file for Green Card :D

An expired visa makes her an illegal alien. Her only hope would be to somehow get to her home country and apply to come here legally. If she is caught and deported, there is a ten year penalty, and even then, there is no guarantee that they will allow here to come back. Sorry she didn't care enough to do things legally in the first place.

Too late to say what she SHOULD have done...like renewed her VISA before it expired. But in answer to your question, not until she renews that VISA. If, in fact, they allow it. Does not look good that she is currently living here ILLEGALLY. But you know, there is something to be said for coming clean. Tell her to go to the INS and find out.
