Gee, I just posted this example not two minutes ago.

See the link in the first answer and then see my sample passport photo, which was made using the guidelines in the above link.

This was done with the on-camera flash and there was a bare bulb behind the subject to reduce the shadow. It's not a professional shot, but you can do this much at home without any special equipment.

You don't need a course. Several companies make passport camera systems. My lab has used a Polaroid system in the past, then we did digital from just a p&s for a couple of years, now we have a SOTA Sony wireless digital camera system. You just have to follow the guidelines and get the things the right size.
