this is a hard one I have a 10 year old son and a 9 year old girl and they fight allot!!!! But one thing I have found that helps is To put them to work doing easy chores"IF you can't get alone then it's time to get to work!" After a few days of putting dish away or in the dish washer or even helping out in the garden They stop.... oh and have them doing things that put them in different parts of your home.
Or you could try what my mom used to do tome and my sister... make us sit holding hand for a hour with out talking or TV or anything ( tried this ....it ended in a bad way I would....) but some say it works.

Remember you are the parent and they are the kids, don't let them manipulate you. They are fighting because that's what siblings do, when they start give them chores, the horrid ones like cleaning the toilet or stuff like that, if they get allowance or money from a paper route then for every time they fight you take so much away and it goes in a jar ( like a swear jar) then when the jar gets full you spend the money on yourself (see that way you win too) or take stuff away. My kids are 12 and 7 and they pick on and annoy each other daily too it's what they do.

My mom did this to us when we were kids...when you hear them arguing, make them sit on the floor, Indian style and hug each other...for 30-60 minutes, depending on how bad the fight...sounds like a long time but after a few times doing it they won't want to...also make them say nice things about each other. It's very hard to stay mad at someone when they are telling you, "Well, you don't smell too bad..."
For the long run, you just have to realize that this is a phase and they'll eventually grow out of it. Be patient.

Maybe they are two very different people. If they are sharing a room together, try to have them get their own room. If you have a basement or an attic that no one is using or something, have one of them take it. Since the 12 year old is older, make him stay in that room and let the younger keep the basement/attic. This may be the only way to keep them from hurting each other.

My brother and I did the same thing. We fought horribly! Now we are adults and he is my best friend. Your kids will grow out of it. Until then, don't allow then to fight. If a fight breaks out, they both get sent to their rooms.

you need to have a talk with them and let them know they are brothers for life and will one day need each other and not to alienate each other now but to be close.
