The rule does not specifically apply to 15 months, but generally everything over 12 months, they're allowed up to 30 days. If approved by the commander, they can be given more than that.

First, he'll have to go through a mandatory reintegration period, which is around 10 days, but can vary from unit to unit.

what branch? Is he home yet or soon to be home. Mine just came back in June from a 15 month deployment. They went to work for approx. 2 weeks then all went on their 30 day block leave. We had our block leave dates a few weeks before they came home. So as long as he has that much leave left..which im sure he does there shouldnt be any problems for him. I hope this helps.

the unit must still maintain manning levels so not everyone will get to go on Block leave immediately.

Navy gives half the command 2 weeks, then the other half gets the other 2 weeks of pure leave, with the two weeks on duty will generally be duty section only or short working hours.
