I'm not on a budget. I'm really into taking pictures though.

Nikon D40 (6MP) or D40X (10.2MP). They are both great cameras and great for beginners. Search online for reviews and you'll be convinced.

Check the review of the Pentax K10D in the August issue of Shutterbug magazine (also available on line at shutterbug.com). 10 megapixel, Image Stabilization built into the body and it can use (with manual focusing) all Pentax K-mount lenses. Yes, all the way back to the ones for the K1000 film camera.

Whatever camera you buy I suggest added protection for it. If you've been following the questions on here you know a lot of people have gotten their cameras wet or filled with sand or dropped them. Check these sites for protection for your new camera. Always use the neck strap that comes with the camera. In 36 years I've never dropped a camera.

Next, buy a good quality (TIFFEN, HOYA, B+W) HAZE/UV filter or a Skylight 1A (uncoated) or 1B (coated) filter. Keep it on your lens all the time. No camera lens should go out in the world naked - it should have a protective filter. The HAZE/UV filter will help eliminate the haze that makes distant objects look indistinct. The Skylight filter eliminates the bluish tint seen in distant mountains or photos taken in open shade. You may as well get them both.

You'll also want a circular polarizer to darken a blue sky and to eliminate glare/reflections from water, glass, sand, snow or painted metal. It won't help with highly polished metal like stainlessteel or aluminum.

Nikon 40 or 40x or Canon. Maybe the new Olympus.

Remember, once you start buying lenses, you will end up staying with that camera (or the same mfr) for a long time!

Nikon D 40 is the best camera for a beginner. It is a 6 mega pixel camera with image stabilization and lots of feature. one negative point is that you can use only nikon mount lenses.
