This is a fairly easy thing to do in Photoshop although it does involve a few steps. Here are the basics of one way to do it.

Open image. Double the canvas size in the direction you want the mirror image to appear. So in your case you would double the width. (Image Menu -> Canvas Size...)

Select the original image, make a copy of the layer (Ctrl+J). You now have this as the active layer.

Flip the layer, Edit -> Transform -> Flip horizontal

Select the Move tool and drag the new image (hold the shift key down when you drag and the image will stay aligned), or use the right and left arrow keys for precise movement.

That's it.

If this is to be a water reflection, then you might want to darken this layer (the reflection) since that is more realistic. Then you can add a ripple effect too.

select the layer you want to be mirrored.

press CTRL T to transform . click on the square handle on one side and drag to the opposite side use the arrow keys to align as necessary.

reduce the opacity by hitting keys 1 to 9 for the appropriate effect. You can grab the corner handles to skew the layer to the desired effect.
