The words that are backwards, if you've noticed is only on the front of the hood, or top of the windshield. The purpose is because when they are behind someone, the person can read "Police", "Fire", or "Ambulance" in their rearview mirrors. If they were to print the letters straight, than it would read backwards in someones mirror. It is for everyone can see what service it is, rather looking from behind, on the side or in front of the vehicle (including when driving in front of the vehicle).

The reverse printing is usually on the front of the vehicle and is designed to be read in the rear view mirror of vehicles in front of the Ambulance. I have never heard of this on Police vehicles, but the same logic would apply.

That is so when you read them in your rear view mirror you will realize that there is an emergency vehicle behind you wanting to move you out of their path. That way even if you have your car radio on too loud to hear their siren you still get alerted.
