Why does my guy promises to take me out and then he does not.?

Question

Every week is the same think we both work full time jobs but he has his own business.
He tells me ok I will take you out Thursday be ready at 7PM, ok so I’m ready and its 8:pm and he calls to say I will be there in 10 minutes when the movie started already 30 minutes ago.
So when he gets to my house he says why you are upset, and says lets make the best of it. He wants to order inn and watch a movie. This has been going on for 2 months. What can I do to make him take me out?
