What's the difference, and in what context is each more appropriately used?

The second one is right, because the hope is for the future.
I hope you WILL come back. The first is heard commonly but I don't think it's grammatically correct.

You'd be fine using either one if you're just talking in conversation.

They are the same and equally appropriate in just about any context.

The 2nd one has "You'll" in it....You'll means You will
