The offender was "cured" with psychiatric treatment.
The episode was somewhat ambiguous, and leaves it up to the viewer to decide if it was a condemnation of, um, perversion; or if society is being too harsh on its fringer members.

There is no such statement--but from the way the Enterprise crew responds to certain races they encounter who are homophobic, it can be construed that homophobia is looked down upon in the 24th century, at least by all enlightened members of the Federation.
It's a matter of record that the creator of Star Trek, Gene Roddenberry, publicly supported the idea of having gay characters on the show.

In Star Trek, Gene wanted the society in the hsow to have moved on from Religion, Racism and hate towards Homosexuals and that and everyone is accepting.

Under Star Trek rules, it is fine for women to be homosexual provided it is with T'Pol, Seven of Nine, or one of the really hot green chicks. Male homosexuality is frowned upon because it is really gross.
