Ok so my parakeet keeps puting his head at his you know wat and like scratching or something could it be irritated down there or normal?

probably it is preening because it might be itching

Know your basic bird anatomy! It's called a vent. At the vent all birds have a preening gland that secretes oil to shine and prevent water from damaging the feathers. This oil gland is located at the base of the tail. This also helps to keep ducks and birds afloat on top of ponds and lakes. It also acts as a repellant which is why water beads up on feathers when it rains, or birds take a bath.

It also helps holds heat within their body.

They have an oil gland, right at the base of their tail, on top. They use that to oil and preen their feathers. All birds do that.
