The governor of a state can call up the National Guard units of the state in the case of state emergency, especially natural disasters.

With Congressional approval, the President can federalize National Guard units.

The National Guard is under the Governor of each State, however, the Federal Government can request those resources.

The first guy who answered....wow psycho. Anyways the guard maintains dual status. They can be called up by the Governor for humanitarian missions and the president for anything.
