I think what you probably think. I would guess he is hiding something from you. Especially if he will not give you his telephone number.
The best way to handle this situation would be to simply ask him why. If he will not tell you specifically why, then you have your answer.....he is hiding something from you. It could be anything but generally speaking it is something he doesn't want you to see or know about.
However there is the slight possibility he isnt ready to give you that information yet. It depends on how long you have known each other. He may simply be trying to be cautious. It totally depends on how long you have known this guy. If it is a short amount of time, then maybe he just isnt ready.

sounds to me he is putting you through a unfair relationship where open communication and getting to know each other is hard for you because he isnt getting more involved in trusting you or unfair about letting you know these important topics like telephone number and where he lives, I wouldnt feel to comfortable as a lady under these circumstances in this kind of relationship and i would let him know that if this is as far as you are going to let this continue then we might as well end it now.

there is always saftey first on giving info over the internet, and who knows you could be a crazy bittch and stalk his house, personally i dont care, but just in case you are that type of person I will have to say good luck, and dont be too pushy

if u know his e-mail u can try look up on different people search services, u will be amazed how much u find out about him... but i don't think ur answer wort to spend 20-30 bucks... i wouls say he is married, or into something.....
