Have you been to a dermatologist?!
You may have seborrheic dermatitis(fancy name for dandruff). It is a dry scalp condition that is very treatable. Don't let anyone tell you otherwise. (I looked it up and I asked my mom about it) You may also want to change your shampoo. Try Nexxus or Paul Mitchell. They both have a good line of products and where you ever you buy it (mostly in salons) they should be able to help you pick out what you need. May be a little pricey but they are good products. If you go to a salon on a regular they should know how to treat this. If not maybe this will help. Get some Sea Breeze Sensitive Skin Brand and several cotton balls for application.

1st. Part you hair in four sections clip each section.

2nd. take one section and make small parts(1/4 in. wide)and apply with the cotton ball the Sea Breeze to each section re-clip and go to next section. change cotton ball as needed

3rd. After you have gone through evrety section of the four go to the area that is most affected and go over. Let your scalp rest for about 10mins rinse hair enough to wet then...

4th. use a cleansing shampoo first (typically one that will remove all the bulid up on your hair a stripping shampoo) or use a dandruff shampoo (they will strip anything from hair) you should only need to use this once. Let sit for 5mins Make sure you give your scalp a good scrubbing. Becareful though because after these types of shampoos the hair will tangle do not comb it got right to the next shampoo.

5th. Now you need a moisturizing shampoo to restore the hair balance. Shampoo and rinse thouroughly and

6th. condition your hair. Since you are concerned with the weight your hair retains use an instant conditioner instead of one you have to let sit they work very welll and they detangle hair nicely. Now you can comb your hair. Make sure you comb from the bottom up. You don't want to pull on you hair to much. (My mom always gets on me about this part)

7th. Blow dry or roller set and style as usual.

If you don't want to try the Sea Breeze just try Selson Blue dandruff shampoo(better than Head and Shoulders my opion). Do the same steps as above (on dry hair without cotton ball). I hope this helps my mom is stylist and this is what she does to me. It can be a long and annoying process but it's worth it to stop the flaking. Also do not share combs, brushes or hair accessories tell your friends they have to use their own. (sorry) Clean these items weekly when you wash your hair a well. Every little bit helps. If you wear a scarf to bed wash that weekly as well.

And one more final note. I'm a little older than you so I hope this helps. As you get older and as I'm sure you are aware your body is changin' and so is your hair. So you have to be smart about what you put in your body and on your hair. Everything and I do mean everything you put in your body shows up on your face and in your hair. Also with all the pressures of being a teen these days doesn't help. We have to keep up with our friends and still not tick our parents. So keep that in mind. When you are going through changes so is your hair. Believe me I found out the hard way (another story for another time) anyway the stress and pressures of school, friends, boys (yes them too) I not only had to deal with my flaky scalp I started losing my hair. Not pretty I looked Iike I fell asleep on the sofa and my little brother tried to give me a hair cut :0 not cute! Anyway get rid of what, if any, stresses you may be experiencing. And Good Luck!

I have this issue too. It just started within the last year, and I'm 27. I had eczema as a child, and it's cropped back up again in this form as an adult.

You will have to see a doctor or dermatologist for advice on how to get rid of it, if that is even possible. I doubt something over-the-counter like Head & Shoulders is going to help you if it's eczema.
