If you are on official military orders, a passport is not required. Even though it is recommended. For example if you take a military flight from Norfolk to Naples. They will check your orders and ID prior to boarding and at the airport after exiting the plane. This is if you fly to the Navy base in Napoli. It is recommend that all dependents have a valid passport, even when traveling as a part of official orders.

You need a passport because it proves you are a US citizen. The military ID does not, as we have many non-citizens in the military. In addition, it's best not to bring attention to the fact you are in the United States Armed Forces while in a foreign country.

if you are active duty you can go without a passport IF you have orders to go there, dependents need passports....after Jan 1 though everyone will need one even with orders.
