The active duty member can travel with his/her ID and orders, but they are really discouraging it. The dependants, however, must have their own passports. And contrary to the first responder, while we are stationed overseas we can travel with our no fee passport. If I were to get a tourist passport, I would not be able to return to the UK, as it would have no VISA in it. I am only authorized one VISA, and that is in my Gov't passport. It's the same in Italy, where dependants are also required to have a VISA.

No...dependents must use a passport. They will be provided a passport by the military but it, like the active duty member's ID, can only be used to travel to and from the overseas base and CONUS (the US). A dependent can not use a military passport to travel on vacation to other countries and the military member can not use thier ID in that scenario. If you and your spouse are planning to travel any place other than to the base and back to the states, you will need regular US passports.

The spouse and all children need a passport.

We just came from Germany 9 months ago and we needed our passport to get back to the states. And we needed the passport to travel to other countries. We did not need the paid passport, we used our no fee passport the military gave to us though. And we traveled to over 15 other countries besides Germany. We loved living there and would go back tomorrow if we could.

To travel overseas, you can use your military ID only if on orders. I don't know how they cover spouses or dependents, or if they can use their dependent IDs.

The best way is to get a passport. Then you and your spouse can also travel to neighboring countries if you wish to.

it's always a good idea to have a passport when you go overseas, whether or not you have a military id and orders. you never know when laws like that will change, and you dont' want to get stuck anywhere (ever seen the movie "The Terminal?")

NO absolutely NOT. all dependents must not only have the no fee passport issued when on orders for travel back and forth from the duty station to the States, you must ALSO have the regular tourist Passport for travel anywhere else.
additionally, a military ID is NO LONGER VALID for travel OCONUS, with or without orders.
