Extremely Carefully! If it's a "Windows" file, it is part of your Operating System (OS) and should never be deleted. Here are the rules -
Files in the "Windows" folder - Do Not Delete! Unless you know exactly what the file is and know it is safe to remove it.
System Files (.sys) - Do Not Remove
Program Files (.exe) Only remove using the Add / Remove tool in "Settings" Do not delete unless you are positive that the program does not use other files (shared files)
Documents (.doc, .txt etc.) - these are safe to delete
Images (.jpeg, .jpg, .gif etc.) - these are safe to delete
Basically, the only files that you should delete without first checking if it's safe to do so are the files that you have created yourself. If you want to delete any "Shared Files" or "Program Files" without knowing what they are and / or what they do, don't delete them as they will cause corrupt files elsewhere and could corrupt other Programs and / or your System files thus your Operating System becomes unstable. As for System Files and Windows files, don't ever remove them either. When removing a program using the "Add / Remove Programs" tool, you may ocassionally be informed that a file is a "Shared File" and asked if you want to remove it. Never give permission for a "Shared File" to be removed.

Single click on the file you wish to delete. Press the delete key on the keyboard.

Select the file (by single-clicking), press the Delete key on your keyboard, and select Yes.

Highlight the file by clicking on it. Press shift-delete to delete it without moving it to the recycling bin.
