Only soldiers in active duty they can travel without passport using the military ID, the other they need to have a passport

Not completely.
Active duty military on orders can SOMETIMES do this. It depends on the country in question (they all have their own policies). Some countries even allow active duty on leave to do so (again, this varies).
Dependents? Nope.
It is a bad idea to travel without a U.S. passport, however, even on leisure travel. It's bad enough to be an American if a plane gets hijacked...the last thing you want to be is an American serviceman. Whenever I travelled, my military ID was in my shirt pocket (not my wallet) and I had a tourist passport on me.

It is correct. But it must accompany explicit military orders. I think that every military serviceman/woman should be issued a valid US passport. It's insane that we still send Americans abroad, even in the military, without an internationally recognized document.

Only with orders to travel to that country. If you do not have orders, then you need a passport to travel.
Even if you have orders to travel, it is a good idea to use your passport and maintain a lower profile.

You need to have a passport. All children and spouse will need one. The military will give you one though so you don't have to pay for one. Their is paperwork to fill out and pictures to be taken.

incorrect. even on orders if you are flying commercially on any leg of the trip a valid passport is required. reason being, some American servicemen were on a plane that got hijacked. Their Military IDs singled them out and they were executed by the hijackers.

Dude, I won't even accept military ID's at the bar for drinking. You still need the passport, i think.

under most circumstances yes, but airport authorities over seas dont' like military personel from another country in their airport.
