I have tried to reach out to him about it on numerous occasions and offered to help. I have even tried to engage HR but with no success in getting the review completed. The company's HR policy on reviews is weak and reviews are constantly late for all employees. They tell us salary increases are retroactive but its more than just about the money, I want feedback on my performance and want to be compensated in a timely manner.

Look for another job. That's the beauty of living in America. You're not a slave. You can come and go as you please. People will continue to treat you like crap if they can get away with it without any consequences. And don't ever say it's not about the money. It always should be about the money. Why are you working there? Spiritual enlightenment?

If the company policies allow the reviews to be late, and HR is unwilling to assist, there is really nothing you can do.

But, that does not mean that you should just sit on your hands. If informal contact with your boss does not work, recommend that you request a formal appointment. Request that a rep from HR be there as well. If you are represented by a union, get them involved. Specify it is NOT about the review, but instead an opportunity for you to receive feedback about your work performance. Stress that it is for the benefit of your manager, the company, and your career.

A lot of the times, management do not realize exactly how important their opinion of your performance is to you. And, a lot of workers allow that misconception to flourish because they feel there are more important things to do that stress about their yearly review. Don't be one of them.

It sounds like you care too much for a company that doesn't take pride in what they do. I'm not a person to say it's time to move on, but "I think it's time to move on". You have offered to help and it sounds like you've tried every angle. I sure it will just frustrate you more the longer you are there. I suggest you try to find a place that will appreciate your effort to help.

just ask your boss for an informal review of your performance. Writing up performance evaluations is difficult for most people to do. My company is terrible at this too. Basically I have to write my own and the management rubber stamps it.

You do have something going for you from their lack of response. They cannot fire you or let you go because they haven't given you that review. Reviews are for their benefit as well as yours. If you cannot get the feedback to correct any problems, they have no recourse to let you go. And, if they do, you can sue them. Typically, if they are not anxious to give you a review, that old saying "No news is good news" applys. ~♥~
