i know a few songs from Mandy Moore and someone told me that i have a good voice because i can sing high notes, so how can i improve on it?

You could take actual voice training, even if your voice is already good, a voice coach could teach you how to use all notes, not just the high ones.

Sing all the time. In the car, etc. Voice lessons would help. A voice teacher will teach you warm-ups and breathing exercises.

Practice maybe every week, but don't strain your voice because it'll hurt your throat. Do breathing exercises. If you really want to, start looking up voice coaches to help you with your breath control, how not to strain your voice, and possibly widen your range.
