You can, if you want to add yet another step to the preparation.....I usually just boil some water or broth (just shy of 2 cups) and add 1 cup of jasmine rice to it......give it a couple of stirs and cover it and turn the heat to the lowest setting and DON'T TOUCH IT FOR 20 MINUTES!!! Stirring rice while it's cooking is a sure way for it to release more starch and make it gummy.......After the 20 minutes, take it off the heat and "fluff" it with a fork (gently run a fork through the pot of rice, back and forth and side to side......)Enjoy!!!

I would say if you want nice fluffy rice that is not sticky use long grain rice and do not rinse it. Boil it about 20 minutes and fluff with a fork when done.
Myself I like sticky rice so I use short grain rice and rinse 4 or 5 times and let sit about a half hour. Then I cook it in a rice cooker to get really sticky rice.

I've heard it too. And when I've tried it, the rice never turns out right. So I don't rinse it before or after, I just cook it.

well yes and no. There are so many different forms of rice out there some are naturally starcher than others. when making good ol chicken and rice you can first brown the rice before adding the stock dont be afraid of this. just dont burn it. it help if you plave a pad of butter in with the rice when cooking. just some tips i have picked up over the years.

Used to have to in the old days, not any more. Just like you used to have to sift flour before you used it, and don't have to any more - just for certain recipes.
