I believe they do majority of the time. When they speak drunk, thats the only time they really have the guts to say what they've always wanted to say when sober.
And saying what they say when drunk, atleast the excuse the next day is, "What! I said that, I don't remember saying that, boy I must've really been drunk?"

I think this question would fit better under the psychology section. But anyway, alcohol isn't some kind of truth serum. It does however reduce peoples' inhibitions, and may make them more likely to tell a certain truth they would otherwise not want to say. Like if a woman asked "does this dress make me look fat?" most people in their right mind would respond with a flattering compliment, or at least dodge the question if it really DOES make them look fat. A drunk person wouldn't have those inhibitions, and might say "Holy crap, you're enormous!"
Keep in mind though that a drunk person is just as prone to lie as a sober one. If alcohol were a truth serum, everyone stopped for driving drunk would answer the cop honestly instead of trying to talk their way out of it.

If that were the case, then wouldn't FBI agents and the CIA use alcohol to get the truth out of terrorists and criminals? Some people may feel more comfortable expressing their *true* feelings when they're drunk because alcohol makes you loosen up, but if a person has to be drunk to tell you how much they love you then to me, it doesn't sound like they are being too genuine. Think about it ;-)

Not exactly. What alcohol does is lower inhibitions. In this respect, people may be more likely to express what they are feeling at that moment but don't loose sight that their feelings at that moment are also being affected by the alcohol.
So yes, they will more likely say what they are feeling. On the other hand what they are feeling is most likely exaggerated.
Example: I found a despondent woman in a bar. I sat and listened to her as she poured her heart out with her various problems. After offering her some sympathy, she began hugging me and telling me that she loved me.
Now that is probably how she felt at that moment but it was not really true. With little to inhibit her emotions and little to support the thinking process, she was expressing great love for me when what she was most likely feeling was gratitude that I was kind enough to listen and sympathize.

No, I was a drunk for 25 years. I've told my wife and kids I hated them.
When my wife left me I changed my tune.
After a week and one half she called and said if I stopped drinking they would return home and help.
It was the biggest battle of my life and I learned I love my family more than anything.
The point! A drunk will say anything to get their way or to make their point depending on the current mood they are in.

Only if they want to. All alcohol does is lower inhibitions. If they were holding back from lying to you, and they got drunk, they may be more inclined to lie to you because they -are- drunk, and vice versa. Do not believe anything a drunk tells you. You can certainly ask about it later, but just because they're drunk it doesn't mean they're being truthful.

Some people do, some people don't. I'm the type of person who likes to share information when I get drunk, usually to people who don't care. I'll spill my life story and any and all secrets I know. Thankfully I don't get drunk very often, hardly at all these days actually.

Not necessarily. People's inhibitions are a bit lowered when they're drunk, but that doesn't mean that they'll speak the truth. When I was a drunk I made up numerous lies, just for expediency's sake.

Most people put on that they are drunk so they can say what they want and think that since they were "drunk" its ok. I think that unless you are totally about to pass out you can control your tongue.
