My guesse would be 1,000 (kilo) divided by 60, which is 16.6. There four one kwh every 16.6 hours.

60 W=0.06 kW

If it burns for one hour, you will use 0.06 kW*h

If it burns for two hours, you will use 0.12kW*h

etc.

1000/60W=16.6/W
