call the police and ask them what your options are. if you can, send them a registered letter giving them a week to remove the fence from your walkway and the fence from your property or you will call the police out and file a complaint and have it hauled away. if your neighborhood has covenants see if you can find anything in there that applies to this.
just remember when they try to make this out like you're the problem that they are the ones being rude. you might want to tell them too that if you trip and hurt yourself on their fence lying in your walkway that you will sue them.

Phone the council because the fencing round the gardens are the councils responsability, they should have more respect for you being pregnant and it being a private house

Tell your neighbors that they have one week to remove their items from your property at which time any items remaining will be sold to the highest bidder or hauled away as trash. Immediately put a "FENCE FOR SALE" sign on the fence to make sure they know you are not kidding.

call them (or knock on the door) and gently point out that their fence is laying on your walkway, and that they need to move it ... now. While they moving it, mention that they have been storing some fencing material in your garden for some time, but that it is no longer convenient, and that they need to have it moved by a certain date.

You shouldn't be talking to us about this. You need to talk to your neighbours. Presumably they spoke to you when they put the new fencing material in your garden, so you must be able to get on with them. Perhaps you could even nag your partner to offer to help put the fence up - that's what my missus would do.

Several things you can try if you haven't already.
invite them over to sit in yard where they see how it looks from your viewpoint. and in general conversation say we need to get that up so nobody falls over it. ( saves an argument)
Go over and say please remove the fencing that i am sure you forgot about accidently.
call the council and tell them what is going on if it is not resolved with the first two i mentioned.

Not once have you said, "I've tried asking them". Have you thought of that?
If you have, then, if they're council tenants, it's the council's property which is blocking your walkway. Tell them.

If I were you I would opt for the friendly chat first of all by just saying that it is obstructing your path and as pregnant you cannot lift it yourself and can they please move it.
If they do not move it then ask again...and if they still do nothing then I would write to the council.
OR
get your partner to move them to their garden.
think it is always best to try and keep it friendly BUT if they refuse to budge then take it further.

You don't need this stress, especially when you are pregnant. Call round to see them, be polite but very pregnant, and ask them to put the problem right.
