i'd like to know if DVD-RW and/or DVD+RW discs will record and play any type of video file (.mpg, .wmv, etc.) or only specific ones

YES it will record any type of video file - it is just a storage medium.

HOWEVER, the ability to play the file depends on the abilities of your media player.

Of course they will. You can use a few programs in order to be able to do that and to arrange all the movies - if different types. One great program is AVS video converter which will convert preety much everything into everything (for uniformity). Then you might need Nero in order to make an interface for your DVD, chapters and all and to arrange your short movies on DVD.
