She has one swollen nipple thats red and swollen...thats a sign for mastitis...but she has not been pregant or have had puppies yet..i dont know if she is pregnant..could she just be pregnant or is it possible for her to just have mastitis without being pregnant if not do you think that she is pregnant with mastitis.

Dogs do not have to have puppies to get mastitis. It is an infection of the mammary gland and any dog can get it at any time. Get it checked out.
I'm sure she isn't pregnant, just developed an infection.

I suggest to take her to the vet, but I had a small female dog that developed this throughout the years & she was never pregnant. Eventually we put her to sleep of old age & other illness.

She does not need to be pregnant to have mastitis.

When in doubt, always check with the vet.

she has two swollen and are producing milk but she is not pregnant for sure
