if you want to make "pets" of them, you probably need to separate them first.. and move them to different rooms....

they have bonded to each other, most likely.

you can also look up TRAINING PARAKEETS OR BUDGIES, TAMING PARAKEETS OR BUDGIES for help too

Here is the thing buddy =) in order to tame your birds, you'll have to seperate them and put them in different parts of the house. They are kept together, therefore, they prefer each other's company rather than be with you. Here is what I suggest. If you want them to be tame, seperate them in different cages and different room and interact with only one of them at a time. After that, give it some time (playing with them and giving them their favorite treats) they will learn to trust you. But you have to make sure that they don't see each other or hear each other's cries or they will respond. Oh yeah, make sure their wings are clipped too (if they haven't been clipped yet) so that they will rely more on you for security and transportation. After they are tamed, you can gradually let them play together BUT not house them together for awhile until they are both completely tame. I've done with this with my budgies (kiwi and budgie) and it works miracles. They both play with me and does tricks together like fetching and flying to me when I call both of them. Its pretty cool!!! good luck friend..

If your birds have a favorite treat, do not give it to them for a few days then hold it in your hand where they are able to see it (palm flat and open ...INSIDE the cage holding very still). Once they see that you are not going to hurt them, they will find it easier to visit your hand and in the future possibly land on your shoulder or head.
It may be their anxiety feeds off of the others nervousness. Try separating them when you want to work with them. Work on just getting them familiar with your hand being in their cage WITHOUT trying to catch them.
Sit calmly and talk constantly in a low tone. Whistle softly so they hear your whistles.
Repetition in the sounds YOU make gives them a "voice" from you that they seem to understand easier. A morning greeting said in the same tone with the same words becomes their familiar greeting too.

If you want a very full answer, try looking at the questions on here about parakeet training. I responded to both of them and on one my answer was REALLY full and long! I don't want to take the 30 min to type it up again so just look at the others.
