How can we convert the scanned copy of a design and convert that into a vector file. I know converting it into vector will save time and effort, instead drawing from the scratch.

Have you looked into Autodesk Raster Design?

I believe the later versions of AutoCad will export vector files.
Ask your Cad file source for material in this format.
