Is a xerox copy of an LLR enuf to book a flight ticket?

Yes. Unless you are under 18 & travelling with your parents. I seriously doubt they will accept a xerox of anything.

In Canada now it is mandatory to have government photo ID of some sort for domestic flights and a passport for international flights

It is always best to have a government issued ID. If you do not have one though, you can fly but you will have to go through additional screening. That is just for domestic though.

Yes, you must have photo ID and Soon with in the next year you will have to have a PASSPORT. its a good time to think about getting one because the wait can be long. good luck !
