Go to your local animal shelter or animal control and pay for a trap,neuter, release program. You will be provided a trap to capture the cat. Once caught, they will test it for disease, neuter it, and give it's shots. Release the cat away from your home. Once he is neutered he will spray a lot less and he will have a smaller territory. There is no guarantee he won't come onto your property but since he is fixed he will be much less of a nuisance.
Even if he does belong to somebody, they are obviously not taking good care of him. Since he is coming onto your property you have a right to take action.

You live on his territory, he's spraying the area because he's keeping other males out that would be coming through, and he sees your cat as infringing on his territory as well.
They mellow out a LOT once they're fixed. The humane society does free neuter/spay for ferals quite often, call and see if they have a program for this in your area. Getting him fixed, then releasing him again, he'll take about 2 weeks to reduce the spraying (and it won't smell so bad either), and he'll be mellower about the boundaries.

Go buy a small animal trap. Leave some food in it and catch him. Just please don't take him to the humane society or pound. They will only put him to sleep. Instead, find out what feral cat spay/neuter programs you have in your area and get him spayed. It's usually 10 or 20 dollars. Then release him back into the neighborhood. He will fight less and stop spraying your house. :D

Find a low cost neuter clinic. Trap him using a havahart trap, (some feral groups have ones you can borrow) and get him neutered. Then re-release him.
After a few months, he will mellow out and will quit being so confrontational, he will more than likely also quit spraying. The best part is, he will still continue to occupy that section he's claimed as his territory so that another nasty tom doesn't move in.

make sure that both of your animals are put away at night to where the ca can't get to them. Another thing, make sure that all of your animals food is put away to a place where this cat can't smell it. I had a problem like that and i had to start putting my cat's food in the garage with the door closed. You can go around asking people (or put up flyers) if it's their cat and explain to them your problem. If nothing else works then you can call a local shelter. Hope it all works out.

OK this might sound weird but try sprinkling pepper all along the outside of your garden and were the Tom cat comes, cats hate the smell of pepper and run away when they smell a lot of it, the only problem is your pet cat might not like it.... but it works for me.
