The Weather Channel is not always reliable. Try www.nws.noaa.gov and you'll get much better forecasts.
August 23rd is still a long time away, so don't stress over rain just yet. No one can accurately forecast 8 days ahead. Even the day before things can change!
Just be prepared with a back-up plan in case of rain.

It really doesn't matter what the averages are for San Mateo in the month of May. The only thing that matters is what the weather is on the day you've chosen for your wedding, and that cannot be predicted much in advance. However, on average, San Mateo gets 0.38 inches during the entire month of May. June through September are the least rainy months; January and February are the rainiest. By the way, May 2010 is long gone...

weather.com You can even have them e-mail you a daily forecast leading up to the wedding date. I did that for my daughter's wedding. The whole week before it called for rain, thunderstorms, torrential downpours, then went to sunshine and back to thunderstorms with lightening. I was frantic all week. The day before the wedding the forecast was calling for storms with heavy rain for her wedding day. Talk about depression!!!!!!!!! When I got up on Saturday, it was so ugly outside, dark clouds. But all of a sudden the skies got blue and the sun came out and it was a beautiful day all day!! You can't change the weather, just have to roll with it no matter what happens. Don't get too stressed watching the weather (believe me, I know!!). The wedding will happen no matter what. I hope your sister has a beautiful sun-filled blue sky for her wedding!!

Weather Channel is the only place I can think of.
Even so, I doubt that they'll be able to tell you this early. Especially if you're asking the time of day it'll happen. Weathermen have not been known to be that precise. And that many days away!
Why don't you consider an alternate plan, for just in case? Getting married in a park? Rent the pavillion, too. Or rent a big tent. Or whatever.

There's no such thing as an accurate weather forecast. Especially for a day that far off. I certainly hope your sister was smart when she first began planning her wedding and has a Plan B arranged for incooperative weather.

I like www.accuweather.com best.
www.weather.com is my next choice.
I think its still 11 days out though so you can usually not get accurate until 10 days. Married on a Thurs? How unique. Why?
