The question you're asking is state dependent. You don't say which state your in.

In California, you can give your car to a family member for no additional cost to you.

Work up a bill of sale for $1. It saves you the 'gifting' hassle. The cost of your tags and registration depends on where you live. My last car was $60. The one before that was $300. Some counties charge personal property tax upfront, some don't.

In Texas you can no longer gift a vehicle to someone. Where you go to register it will look up what they call the "black book value" of the vehicle and then you pay tax on 80% of that value, plus the cost of registering the vehicle.
